Clerk Winfrey Fails To Remove Duggan In Spite Of Court Ruling

Detroit, MI – Last week former Detroit Mayoral front-runner Mike Duggan ended his campaign after the Michigan Court of Appeals ruled that his early filing violated the Charter of the City of Detroit. The court ruled that Duggan could not remain on the ballot, and Duggan chose to forgo a write-in candidacy, however as of Monday, June 24th Detroit City Clerk Janice Winfrey continues to acknowledge Duggan as an official candidate.

Under the heading “2013 Official Municipal Candidate List,” the Detroit Department of Elections Webpage has a link that reads, “Download Load the list.” That list titled “Official Candidate List. August 6, 2013 Primary” includes “Michael E. Duggan” as a mayoral candidate. Other candidates whose removal Winfrey agreed with were not on the list including her would be challenger D. Etta Wilcoxon, and Detroit City Council candidate Marc Cayce. Wilcoxon’s filing was initially approved, but she was removed after some of her signatures were challenged. Winfrey had Marc Cayce removed for the same reason that the court later ruled Duggan had to be removed for: Filing too early to comply with the residency requirement.

Winfrey’s remaining primary challenger Scotty Boman commented, “This will not happen on my watch. The Detroit City Clerk is not above the law. I will insist that the Department of Elections comply with court rulings and the City of Detroit Charter. I am committed to posting current and accurate information online.” Boman went on to say, “As much I like Mike Duggan as a person, I would be compelled to remove him in light of the Michigan Court of Appeals decision. Even if this list were to include write-in candidates, I would only list candidates who had filled to be write-in candidates.” Boman said.

Scotty Boman is a native Detroiter and mathematics professor who is campaigning for Detroit City Clerk on themes of “Smarter Service, More Fairness, and Total Transparency.” He sits on the Morningside Community Executive Board, is Vice President of his neighborhood patrol, and is on the election committee of his union local.

    Scott’s press release really worked. Less than a day after he put it out, the incumbent clerk did remove the name of the disqualified candidate.
