North Carolina Ballot Access Bill Passes House

On June 7, the North Carolina House passed HB 32, which lowers the number of signatures for previously unqualified parties, and independent candidates. Existing law requires over 85,000 signatures for statewide independent candidates, or new parties. The bill lowers that (for 2012) to approximately 18,000 signatures.

Pennsylvania Minor Parties File Brief in 3rd Circuit

On October 20, the Constitution, Green and Libertarian Parties of Pennsylvania filed this 39-page brief in the Third Circuit. The case is Constitution Party of Pennsylvania v Cortes, 10-3205. The issues are the Pennsylvania challenge system that subjects minor parties and independent candidates to the risk of paying up to $100,000 if they submit a petition that is insufficient; Pennsylvania’s abysmal record of counting and tallying write-ins; and the state’s threshold for a party to be ballot-qualified without petitioning.

The Portland, Maine daily newspaper, the Portland Press Herald [also the Maine Sunday Telegram], has this editorial in its March 17 issue. The editorial says it is now too easy for an independent candidate to get on the November ballot.
