2025 National Party Chair Questionnaire: Justin L. Magill, National Chair of the Constitution Party

The Outsider Media Foundation, a nonpartisan 501(c)(3) nonprofit dedicated to increasing public understanding of and participation in underrepresented political activity, including coverage produced by other media outlets and organizations, has published the latest response to its National Party Chair Questionnaire. This initiative is part of the Foundation’s mission to inform and educate the public about alternative political movements throughout the United States.

The following response was submitted by Justin L. Magill, National Chair of the Constitution Party. Questions appear in bold, followed by the responses as submitted, with only minor formatting adjustments for readability. Reflections on the 2024 Election Cycle:

What key lessons did your party learn from the 2024 election cycle, and how are those insights shaping your strategy for the next cycle?

There are many organizations working to provide the minor parties, and their candidates, more visibility. The Constitution Party needs to gain familiarity with more of these organizations to better utilize the assistance being offered. Name recognition is very important in elections and the more familiar people are with a name the more they will listen long enough to hear the fundamentals of the candidate, campaign, and party.

The Free & Equal Elections Presidential Debates provided debate access to the Constitution Party and other minor parties. This was a golden opportunity for minor party candidates to present their ideas and positions and point out the failures of the two old dying parties that have had a stranglehold on our governance for the last 160 years.

The Constitution Party and our State Affiliates will be looking to identify more of these organizations and will look for ways that we can more fully participate in getting our name, and our candidates’ names, out to the public.

Vision for the Future:

What are your party’s primary goals and priorities for the next two years, and what concrete steps will you take to achieve them?

The Constitution Party has a goal of having a State Affiliate in every State by 2028, and a County Affiliate in every County by 2032. For us to accomplish this goal we must focus our attention locally.

1.) More visibility.

Our members will need to put the Constitution Party out into the public more. We are asking for State and County Committees to have booths at local events to raise awareness of our party and the fundamentals of Liberty. We are also asking members to attend local board meetings and township supervisor/city council meetings.

These meetings are often poorly attended, and these public functionaries need the accountability and encouragement of constitutionalists to focus on the limited role of government and on securing individual liberty.

2.) Focused action.

We must become locally known and win local races to be able to win Statewide and National races. We will employ a strategy of focusing on a school board or a municipality board and work towards replacing all the members with our own candidates. We will work to win more seats every year until the Constitution Party members are the majority. This provides the environment for the Constitution Party to prove the effectiveness of our fundamental policies and the integrity of our candidates. When the public has had the opportunity to see the Constitution Party in action it will always attract more voters.

Competitive Strategy:

How does your party plan to strengthen its electoral competitiveness, and what specific tactics will you prioritize to improve performance in future races?

We are working to be on the ballot in 40 States for the 2028 elections. We have new State Affiliates and are adding new ones every year. This makes getting on the ballot easier and provides a supply of candidates for races at all levels. As these State Affiliates grow, they also provide a voting base for Constitution Party candidates. Each State Affiliate is working to create a County Committee in every county.

Each County Committee will be able to build out the organization down to the precinct level and target municipal and school district races. As we build the base and win more local elections, we set the stage for winning larger and larger elections.

Membership Growth:

What initiatives is your party pursuing to attract and retain new members, and how are you working to ensure greater representation across different demographics?

Encouraging individuals to get involved where they are. So many today are looking for a purpose worthy of their time and efforts. They are looking to make a lasting difference. We are building local organizations that allow people to make a real and lasting difference. One part of the equation is providing a vehicle for individuals to run for office who will limit government to its constitutional role.

The other part of the equation is making sure that people know that they matter. Far too many individuals feel like they cannot fight the powers that be. They feel alone and isolated. We are building local organizations so individuals know that they are not alone and that they have others they can work with to keep their public functionaries in check.

Member Engagement:

How do you keep members actively engaged and aligned with your party’s mission, particularly during non-election periods?

Everything that is NOT the responsibility of government IS the responsibility of individuals. Every member is encouraged to be involved in their community. There are many needs that individuals and private organizations should be working to meet. There are many organizations already in place that our members can assist. Members are also able to recruit new members from various like-minded groups.

We also encourage our members to focus on local issues in between races by attending municipal and school board meetings. They are encouraged to speak at these meetings on the limited role of government and to provide transparency by reporting the business back to the CP and to the community at large. Members thinking of running for a public office can become familiar with the business of said office by attending these meetings and learning the business at hand.

We also have national level meetings to train CP members in the fundamentals of liberty, to give them opportunity to network and share ideas on party building, and to keep them up to date on current threats facing our country.

Fundraising Strategy:

What key approaches will your party take to secure funding for operations, outreach, and initiatives, and how do you plan to sustain long-term financial stability?

Building the base is the key to long-term organizational effectiveness. As we build our organization from the ground up, we build financial security for operational basics.

For initiatives like ballot access campaigns or particularly important races where we are running a candidate, we will run both broad campaigns and focused campaigns of varying intensities to optimize our resources. The more publicity we get, and the more people are aware of us, the more effective these initiatives will be.

We are developing in person outreach, social media, and media operations at every level. As the party grows, these programs will become more well-rounded.

Collaboration and Alliances:

What is your strategy for building alliances with other political organizations or advocacy groups, and what shared objectives do you hope to achieve through these partnerships?

The Constitution Party has similar ballot access concerns as other political parties. Many parties are locked out of races by the Democratic and Republican party. Our State Affiliates have worked with other parties in initiatives and even in lawsuits with the common goal of equal access for all parties.

There are also many advocacy groups and special concerns groups that are one issue groups that are looking for good candidates to support and promote. Our members are encouraged to join with other groups that align with our values and to assist in their efforts. They can then let the people in these groups know about our party and our candidates and let our party know what groups we should be supporting.

We are looking for partnerships with those who are working to hold public functionaries accountable and who are working to reduce government back to its limited role. We are also looking to partner with private groups who are working to do things that are needed in the community but should not be done by government. Government has infiltrated every area of our lives and has brought a political agenda and the extortion of taxes to things that are accomplished more efficiently, and without tyranny, by the private sector.

Public Messaging:

How does your party plan to communicate its message effectively to voters and supporters, and how will you adapt to challenges posed by the evolving media landscape?

Our new website was built for the younger generations. We want to educate many generations that have been indoctrinated by government schools and have not been taught the fundamentals of good governance. Our Social Media team has been expanding and building towards more platforms, utilized by a wide array of generations. They are also building a cohesive content generating plan to be able to put out more content, with verbiage that communicates to the targeted generation, while maintaining a common message. We continue to seek younger volunteers and set them about reaching their peers.

We encourage our candidates to take advantage of every opportunity to connect with voters. Everything from in person townhalls and meet-and-greats to podcasts and legacy media interviews. As local organizations grow and develop, they can assist their candidates through formal media committees with broad contacts and standardized procedures. Constitution Party organizations at all levels are encouraged to write scripts for their people to work off of. This will give candidates confidence in answering questions and provide them with a basis that they can easily customize for the specific campaign they are running.

Preparing for Challenges:

What obstacles do you anticipate in the coming years, and how is your party proactively preparing to address them?

Pendulum swing is a common and continuous issue that minor parties face. The rhetoric from the Democratic and Republican parties has convinced many that they only have two options. This rhetoric causes surges for one party and apathy for the other that swings from one party to another in a regular cycle. Freeing people from the rhetoric can be challenging, but many people see the two parties failing to deliver anything good, after repeated campaign promises, and are beginning to reject the rhetoric.

We are building simple messaging about the fundamentals. This messaging, uses simple terms in common, current vernacular, is designed to communicate the basic principles of liberty that secure individual rights. These principles, which were widely taught before the American Revolution, have been largely overlooked in government schools.

We are building local organizations to build the base and change the culture.

Closing Remarks:

What do you see as your party’s greatest opportunity for growth or influence in the near future, and what message would you like to share with members and supporters moving forward?

A great many people are feeling the loss of their freedoms and the economic impact of a bloated and abusive government. The Constitution Party is there with simple answers on how each of them can work to bring their government back under the limiting framework of the Constitution. Using the Constitution Party organization, every individual can make a difference in their local area and build a limited, responsible government that secures individual rights.

    Funny, I thought Trump’s GOP was already a “Christian Nationalist” party.

    I guess a party that thinks Mormons and Masons aren’t right-wing enough would undoubtedly think the GOP isn’t either.

    The comments of Chairman Magill are interesting, motivational for their members, and, unfortunately, quite useless as the CP is going nowhere due to being ” Controlled Opposition;” i.e.; the Mormon and Masonic forces which control the Party – and made him their figurehead – have ( despite the excellent but unwanted Randall Terry being their recent nominee via a now closed election fluke ) absolutely no intention of allowing the Party to mount the slightest true opposition to the ruling UniParty. This is demonstrated by their attacks upon, and purging from the Party of, various State Affiliates such as myself in California, South Dakota, and Illinois.

    Step out of line ( obedience to the Plantation Masters ) and you will be attacked and purged from the Party.

    Hence, since we can always rely on a knife in the back from the National CP the Constitution Party of California will be the 1st State Affiliate of the developing Christian Nationalist Party ( CNParty.org ).

    We will carry on toward fulfillment the murdered/betrayed dream of Howard Phillips.
