Communist Party USA Calls for Worldwide Anti-Fascist Front at Cuba Conference

The Communist Party USA is calling for the creation of a worldwide anti-fascist front and greater cooperation among international communist and workers’ parties, warning during a recent gathering in Cuba of what it calls a growing fascist threat.

CPUSA Organizational Secretary Anita Waters made the call in a presentation delivered on behalf of the party at the 24th International Meeting of Communist and Workers’ Parties in Havana. According to those remarks, later published August 14 by the CPUSA, Waters argued that such parties should increase their international cooperation in response to what the American party deems a growing fascist threat in the United States and elsewhere.

“[T]he fascist danger is real and is now threatening to empower the most reactionary forces in the imperialist ruling class,” Waters said. “The time for a worldwide anti-fascist front and greater cooperation among all Communist and Workers’ Parties is now.”

The CPUSA has made opposition to fascism a major component of its political strategy this year, holding an “all-party” national conference in May focused on defeating MAGA candidates this election cycle, identifying key districts and races, and building what it called a “broad democratic people’s front.” The party later followed the event with a “Solidarity Summer/Fall” project intended to mobilize supporters around its midterm priorities through the November general election.

Much of the recent address focused on the Trump administration, with Waters calling President Donald Trump “an instrument” of the U.S. ruling class. She said his administration has promoted white supremacy, toxic masculinity, and “fascist ideas” while enacting a mass deportation campaign. She also denounced the administration over its foreign policy, accusing it of supporting a genocidal war in Gaza, waging war in the Middle East, targeting Venezuela, and intensifying a U.S. imperialist campaign against Cuba.

Waters further accused the administration of waging a domestic war against what she called the “danger within,” targeting progressive and left-wing forces. She said the deployment of federal troops in Washington, D.C., and other cities has led to the creation of a “police state” and argued that the administration has paired political repression with policies benefiting the wealthy at workers’ expense.

Despite those conditions, Waters still said that “the tide is turning” inside the United States. She pointed to growing interest in socialism as a whole, increased labor organizing, protests against immigration enforcement and war, and demonstrations across the country that have risen up against the MAGA movement. Waters also said young people are joining CPUSA in record numbers and claimed that seven party members were elected to local office last year.

“Organized labor is resisting in completely new ways, with the AFL-CIO endorsing May Day for the first time in history and unions anchoring coalitions of faith, community, civil rights, and Communist Party forces in solidarity against the MAGA agenda,” Waters said. “The old tactic of red-baiting to defeat their opponents isn’t working for MAGA these days.”

To that end, Waters said “crippling MAGA” at the ballot box remains crucial heading into the 2026 midterm elections, arguing that Republican losses could block portions of the administration’s agenda and prevent further efforts to fill the courts with loyalists. However, she cautioned that replacing Republicans with Democrats would not amount to a “decisive defeat” of fascism, warning that both major parties remain defenders of capitalism and U.S. imperial power and have supported high levels of military spending.

“Workers across the world face the same enemies: the reactionary transnational capitalist ruling classes and the governments that they dominate, with U.S. imperialism being the most belligerent and warlike, the most destructive to our planet, and the most dangerous to all humanity,” Waters said. “[…] We pledge to fight U.S. imperialism to the end, when, we are convinced, a better, socialist world is possible.”
