Liberal Party USA Names Jennifer Moore Interim Chair

The Liberal Party USA has named Jennifer Moore as its new interim national chair. Moore, chair of the party’s Pennsylvania affiliate and an elected local official, will lead the organization through January 2027.

The party announced Monday that national leaders unanimously selected Moore on May 17 following the resignation of former national chair Trisha Butler. Moore currently chairs the Liberal Party of Pennsylvania and serves as chair of the Board of Auditors in Upper Providence Township, where the party says she is serving her second six-year term.

In its statement, the Liberal Party USA said Moore brings experience in affiliate development, ballot access strategy, healthcare financial operations, and nonprofit leadership. As chair, Moore said she intends to focus on developing state affiliates, pointing to a growing number of volunteer sign-ups the party has seen through its website.

Under Liberal Party bylaws, as chair, Moore will serve as the party’s spokesperson, handle forms and contracts consistent with regular party business, and preside over Central Committee meetings and national conventions unless a convention chair is otherwise separately appointed.

“The national chair is a position of service, not a position of power,” Moore said. “That is the Liberal philosophy.”

Butler stepped down April 28 in a decision the party said was expected by its Executive Council, in part because of time and capacity constraints. In her resignation letter, which is referenced in the statement, Butler said she continues to support the party’s platform and that its values remain “the best way forward for the country and the world.”

The party added that Butler will retain her position on the Executive Council through her role as chair of the Liberal Party Missouri. Under party bylaws, the Executive Council is tasked with resolving disputes involving affiliates, providing checks and balances, and “protecting the ideological integrity” of the party.

“We deeply thank Trisha Butler for her dedicated service in the start-up of a new political party and for contributing her advocacy and vision to our liberal movement that values pro-immigration reform and human rights for all,” the party stated.

Independent Political Report was previously told that the need for an acting chair was first discussed during an informal May 3 party meeting. According to that source, Moore had offered to serve as chair if needed, while treasurer Chris Luchini also indicated he would like to step down but agreed to continue serving if no replacement is identified. The party has not publicly announced any change involving the treasurer role.
