No actually it is very typical.
Vohra is the de facto representative for the states that chose not to join in a region (we call it Region 0). A member of one of those states asked him, as their representative, to bring the motion. A representative will generally bring any relevant motion requested (some ask for several people to support it first) whether they agree with it or not.
That individual approached me first, and if they were in my region, I would have brought the motion, even though I too voted against it.
Odd that Vohra made the motion regarding Weld, and then voted against it. Care to explain, Mr. Vohra?
