The Texas Forward Party is supporting Libertarian Jessi Cowart in her campaign for the state’s House District 15 this November, making her the first Libertarian legislative candidate to earn the support of a Forward Party affiliate anywhere this election cycle.
In a statement announcing its endorsement Wednesday, the party commended Cowart for her work in the private sector and her previous political leadership. It also praised what it called her “pragmatic, voter-first platform,” specifically referencing her support for scaling back government spending and property taxes, limiting overcriminalization, and ending civil asset forfeiture without a conviction.
Texas Forward Gulf Coast Regional Chair John Flud said Cowart’s background factored into the endorsement, lauding what he called her commitment to working across party lines.
“Jessi Cowart brings an essential combination of professional project management rigor, civic leadership, and a commitment to principled cross-party collaboration to Texas House District 15,” Flud said. “Her determination to rise above toxic partisanship as a Libertarian candidate and deliver transparent, accountable solutions represents exactly the kind of leadership Texas voters are looking for.”
According to her public LinkedIn profile, Cowart has worked as a project manager at Eptura for six years. During that same time, she also served the Libertarian Party of Texas, first as the director of operations and then later as its vice chair. She also chaired its Montgomery County affiliate.
Cowart was also involved with the national party, spending roughly a year on the Libertarian National Committee after being selected by state chairs in February 2025 to serve as the Region 3 South alternate, which at the time consisted of Texas, Oklahoma, Louisiana, and Arkansas. During her time on the LNC, Cowart also served on the party’s Financial Standards Committee and Employment Policy and Compensation Committee.
Cowart resigned from the national committee in March, several months before the party’s national convention. At the time, she said she had made the decision to leave months earlier after launching her Texas House campaign, and chose to remain on until then to help complete work related to the party’s 2026 budget and properly transfer her committee responsibilities.
“I’m honored to receive the endorsement of the Texas Forward Party,” Cowart said. “Texans are looking for leaders who are willing to put principles above politics, challenge the status quo, and bring people together around common-sense solutions. I’m grateful for the Forward Party’s support in this mission and excited to work together to give Texans a better choice.”
Cowart will face Republican Brad Bailey and Democrat Moniqua Scott in the November 3 general election for House District 15. The seat is currently held by Republican Steve Toth, who declined to run for reelection and instead defeated U.S. Rep. Dan Crenshaw in the Republican primary earlier this year.
