Caryn Ann Harlos is a paralegal residing in Castle Rock, Colorado and presently serving as the Region 1 Representative on the Libertarian National Committee and is a candidate for LNC Secretary at the 2018 Libertarian Party Convention. Articles posted should NOT be considered the opinions of the LNC nor always those of Caryn Ann Harlos personally. Caryn Ann's goal is to provide information on items of interest and (sometimes) controversy about the Libertarian Party and minor parties in general not to necessarily endorse the contents.

Intent can be pretty hard to prove. And subject to change at any time.
Yes, which is why there is always legislation of some sort to clarify who is and is not a resident. Most of the bills are aimed at preventing college students and supposed “drive-by voters” from being able to vote in NH.
Intent can be pretty hard to prove. And subject to change at any time.
What is the difference?
A resident is a person domiciled in the state who has taken steps to be a resident, and intends to be an inhabitant and maintain domicile for the indefinite future. Whereas someone with a domicile who is not a resident (i.e college student, someone working in the state for a set period of years, etc) has an intention to leave the state at some point.
Is a homeless person a resident, domiciled, neither, or both?
possibly, it depends upon the intent of the person.
Someone who lives in their car?
domiciled, yes; resident possibly – again it depends on the intent of the person. The same applies to the rest of your questions. That said, I do not consider myself a NH resident, however I am domiciled in NH and thus eligible to vote and run for local office.
What is the difference? Is a homeless person a resident, domiciled, neither, or both? Someone who lives in their car? Someone who bounces around from couch to couch? A full time RVer? Someone who lives on a houseboat? How about people who live in motels like myself?
I’m not sure if LPNH would allow a non-domiciled person be a delegate. I use domicile not residency because the two are distinct terms and one need not be a resident to vote in NH, though one does need a domicile.
Alabama and Georgia both have, at least a number of times. As far as I know that hasn’t changed. Michigan did as of 2000, when I sat with them.
Unless things have changed in the last few years, Missouri does not take out of state delegates.
Massachusetts does not take out of state delegates.
Virginia doesn’t allow delegates from out of state.
That’s fine. It gave me the idea of starting a list of all the states on this. Still wondering about NH, if and when someone does know.
Oh I am sorry, I knew you were not asking about us… I just darted in anyways:)
Thanks Caryn, but I was asking about NH. But thanks for the CO info. I may start making a list đŸ™‚
CO does not take any out of state delegates.
Do they limit their delegation to NH residents only?
Three attendees to the LPNH convention indicated they would be attending the National Convention, and will be delegates; NH has 10 delegate slots, the EC will be able to confirm/appoint other delegates.
Joshua,
LPNH has an odd delegate selection process. Most states just select delegates, and there’s no commitment to a particular candidate since it can’t be enforced.
LPNH has a history of selecting one “committed” delegate at at least one convention prior to the national nominating convention. This year Gary Johnson won the straw poll and the chair was selected as a “committed to Gary Johnson” delegate (after the first ballot he’s free to support anyone he wants — and there’s nothing to stop him from dropping Johnson on the first ballot, either, except his word and the fact that he might face repercussions back home afterward).
Isn’t the state convention where the LPNH selects their delegates to the national convention? Has that happened, and are any of the selected national delegates pledged to any of the presidential candidates?
Thanks for the reporting. Is Reid planning to sweep all 50 states in full uniform? Among the delegates at the national convention, in the electoral college, and/or both?
@Richard, the only candidate nominated was for US Senate. There will likely be another convention for nominating more candidates at some point before the filing period in June.
Was anyone nominated for Governor? I only see US Senate in the thread.
correction to comment from @15:00
I am on the Platform Committee, not bylaws committee
@Caryn,
Johnson won the straw poll. The LPNH Chair will is pledged to cast his first round ballot for Johnson. If voting goes to a second ballot, the chair is no longer pledged to cast his ballot for Johnson.
@Marc,
Yes, as a member of the LPNH, I voted in the straw poll
Is this the guy who walks around in a 19th century military uniform?
Even if he were sane, could he really expect to get any delegates from South Carolina to vote for someone wearing a Union uniform? đŸ™‚
(point to note: I don’t know if any of our delegates to the national convention this year were actually born in South Carolina. Most of us are transplants)
I believe he is a tad overly optimistic.
Sweep all 50 states? Is this for real? He actually believes he’ll win all 50 states?
Just curiious Darrly – did you vote for the Presidential nominee?
I don’t understand the 1 vote for Johnson thing.

Question about petitioning strategy: proposal is to do individual candidate petitions
How’s attendance?
In NH-related news, the FSP will probably be “triggering the move” this month, when their signer count hits 20k.
Hmm, that’s an interesting campaign tactic. Does he plan to sweep ALL the floors in all 50 states, or just go sweep one exemplar floor in each state?
Derrick Michael Reid says he plans to sweep all 50 states in the general election
